New York and Massachusetts have made transportation decarbonization a priority: in 2021, New York adopted legislation targeting 100% zeroemission vehicle sales for passenger vehicles by 2035, and both states have adopted the Advanced Clean Trucks regulation, which mandates an increasing number of zeroemission medium- and heavy-duty vehicle (MHDV) sales starting in 2025.
